- Engineering and procurement contracting strategy development
- Construction Execution Planning (including Logistics planning, e.g. receiving and storage of equipment and materials, transpiration and housing of workforce)
- Decontamination, start-up, and operating procedure development
- Is accountable/responsible for review of:
- Construction execution plan development
- QA/QC planning for field fabrication and installation
- Constructability and maintainability plans
- HSE in construction
- Construction contracting strategy development
- Construction schedule development
- Works to ensure plans are put in place to realize the Department’s HSE vision
- Same accountabilities and responsibilities as described in for Pre-FID with the exception that the estimate and schedule development are a shared accountability/responsibility between the Construction Engineer and Project Engineer.

Requirements:
- Must have legal authorization to work in the U.S. on a full-time basis for anyone other than current employer.
- Bachelors Degree in Engineering. Mechanical, Chemical, Civil, or Construction Management required.
- Minimum seven (7) years working in a field construction environment within a refinery or petrochemical plant required.
- Minimum four (4) years experience in the direct execution of capital projects and/or major turnarounds within the general refining and petrochemical environment required.
- Previous experience working within the various phase gates required.
- Broad understanding of each major construction discipline, i.e. Piping, Equipment, Process, Civil/Structural, Instrumentation, Electrical required.
