Venezuelan President Hugo Chavez said Sunday that his government should pull out of a World Bank-affiliated arbitration body and won’t recognize its decisions. Exxon Mobil Corp. is one of more than a dozen companies with arbitration cases against Venezuela pending before the World Bank-affiliated International Centre for Settlement of Investment Disputes, or ICSID. Chavez announced his decision while referring to a more than $900 million award that Exxon Mobil recently won in another arbitration case before the International Chamber of Commerce. Both developing and developed countries are gathered in Durban, South Africa this week for the the United Nations international convention on climate change mitigation. But the tension is clear: developing countries, whose infrastructure is in many cases still severely lacking, face vastly different problems than developed countries.

On Monday, during the second week of UN Climate Change Conference 2011, the World Bank along with four other international development banks announced a climate change partnership in which they would develop a common approach to assessing the climate risk of cities, greenhouse gas emissions and appropriate measures for mitigation, in the process of international development. Though much has changed in Egypt over the last few months, some things remains the same. In the energy sector, a proposal from the state-owned Egyptian utility for new power plants is still moving forward in the World Bank.

The Egyptian Electricity Holdings Company (EEHC) and the Egyptian Natural Gas Company (GASCO) have requested from the World Bank financing for a third 750 MW combined cycle gas power plant at the existing Giza North Power Plant that already has two large 750 MW electrical generation units. The proposed construction will also include a 105 kilometer gas pipeline that will connect to the plant for steady supply and two single circuit 500 kV overhead transmission lines, each approximately 25 kilometers in length, that will be upgraded from its current 220 kV design. Development of a new urban strategy is part of the World Bank’s new energy strategy as well as its performance review for this year.

The institution worried that the sheer number of requests coming from the bank on its variety of strategic updates would overburden its own staff as well as stakeholders, but in an effort to create a truly interlinked strategy the funding organization has decided to move ahead. Working with energy firms and the urban sector to be sure they leverage data and strategy synergies will be a major part of that effort, Evans said. Keep reading →
