The debate surrounding the use of hydraulic fracturing and horizontal drilling as part of oil and natural gas development has certainly reached the national stage, but the American Petroleum Institute – the industry lobby – has not lost sight of stakeholders at the state level.
The group is holding a series of workshops in various cities throughout the country designed to educate interested parties about how API creates industry standards and guidance. When followed by drillers and contractors, those practices are intended to ensure safety and responsible environmental stewardship. The US “is on the cusp of an energy boom that is already creating hundreds of thousands of jobs, revitalizing entire communities, and reinvigorating American manufacturing,” said US Chamber of Commerce President and CEO Thomas Donohue as he laid out the Chamber’s priorities for 2012.
In his annual “State of American Business” report, delivered Thursday in the Italianate Hall of Flags in the Chamber’s Lafayette Square headquarters, Donohue highlighted energy first as a sector offering vast promise in jobs and revenue to help revitalize the US economy, but only if domestic resources are developed. On November 1, the EPA released its much awaited study on the environmental impacts of hydraulic fracturing. It was immediately denounced by six oil and gas industry associations.
The EPA “has moved forward with data collection for the Study, ignoring both its commitment to and a Congressional direction to ensure transparency and stakeholder input,” the six industry associations, namely the Independent Petroleum Association of America (IPAA), the American Petroleum Institute (API), the American Exploration & Production Council (AXPC), the US Oil & Gas Association, America’s Natural Gas Alliance (anga) and the Petroleum Equipment Suppliers Association (PESA), wrote in the letter to EPA Administrator Lisa Jackson. Biocrude producers are moving closer to providing a cost-competitive substitute for petroleum, but obstacles remain in building scale.
Biocrude is derived from renewable sources like wood waste and algae, but can be converted into near-perfect substitutes for petroleum products, known as “drop-in” fuels. Drop-in fuels “can serve as direct replacements or supplements to existing gasoline, diesel and jet fuels, without any changes to existing fuel distribution networks or engines”, according to the Department of Energy (DOE).
