In this “energy things to watch for in 2015” article, the author sums up the Lima climate talks with the following mostly pessimistic description and does not expect much more to come out of the COP21 talks in Paris next year:

“It would take a lot for the Paris talks to be anything more than what Lima was – optimism, dragged down by reality, resulting in mixed success. Even if a bold, ambitious accord is reached, whether countries follow through on it is another question entirely.” – Christian Science Monitor

When it comes to dealing with climate change, international agreements are not the only solution, but they are important and significant effort will be exerted in Paris next year to reach a binding international agreement. Anything less will be viewed as a major setback.
