New York Governor Andrew Cuomo Gives Annual State Of State Address

Gov. Cuomo’s announcement last Monday (June 30 , 2014) that 14 regional workforce development organizations have been chosen to deliver energy efficient training for the clean-energy industry reflects a new emphasis being placed on the clean energy industry. The proposed training initiative, partnered with the New York State Energy Research and Development Authority (NYSERDA) will serve more than 14,000 people across New York State. It comes at a time when there is high demand for clean energy in vital sectors such as the manufacturing, utilities and service industries.

“By working alongside industry leaders to train a high-tech workforce, we are empowering further growth in the State’s growing clean-energy economy,” Governor Cuomo was quoted saying. “Clean-energy companies have made clear their desire to do business in New York State, and these training opportunities will help deliver the skilled personnel they need to be competitive for years to come.”

The expanded training plan is part of a larger policy shift on behalf of the state government to promote clean energy policies following the Department of Energy’s ‘Clean Power Plan’ that aims to significantly reduce carbon and greenhouse emissions across key economic sectors. It is also a reflection of the long-term financial and social viability of renewable energies that such an investment is being made. Gov. Cuomo’s announcement is recognition that a shift towards a clean energy economy is inevitable and provisions must be put in place now in terms of infrastructure, labor mobility and training.

With this announcement and other clean energy initiatives expected in the near future, New York can become a leader in showing the benefits of a clean energy economy for public and private sector stakeholders in terms of job creation, investment and growth. This is without mentioning the substantial, long-term environmental benefits of pursuing energy efficient policies that will have significant implications for the entire country with a more skilled, versatile workforce.

Gov. Cuomo’s announcement comes at a time when states such as North Dakota, Texas and Pennsylvania are benefiting from the shale boom that has catalyzed unprecedented job creation and investment. However, the long-term uncertainty surrounding over-reliance on oil and natural gas with all its market fluctuations reinforces the need for investment in renewable energy. The decision by the New York state government to pursue clean energy industry can still keep New York industries competitive while establishing the foundation for sustainable growth and infrastructure that will not be vulnerable to market collapse and external instability.
