FERC Approves Second LNG Export Project

FERC has authorized Cameron LNG’s $10B natural gas liquefaction and export project, the second LNG export proposal to receive final FERC approval after conditional DOE approval. 

On June 19, 2014, the Federal Energy Regulatory Commission (FERC) authorized Cameron LNG LLC, a subsidiary of Sempra Energy Corp,  to construct and operate a natural gas liquefaction and export facility at its existing liquefied natural gas (LNG) import terminal in Hackberry, Louisiana.  Additionally, FERC authorized Cameron Interstate Pipeline LLC to construct a 21-mile, 42-inch natural gas pipeline expansion and compression facilities at Cameron, Calcasieu, and Beauregard Parishes to supply domestically-produced natural gas to the LNG terminal for processing, liquefaction, and export.

The FERC approval allows Cameron LNG to liquefy and export up to approximately 14.95 million metric tons of natural gas per annum (MTPA) with a maximum capacity of 2.33 billion cubic feet per day.  The project includes three natural gas liquefaction trains with a capacity of 4.99 MTPA each and a 160,000 cubic meter LNG storage tank.  The first train would be operational in 2017 and the other two in 2018.  Upon completion, the project will enable Cameron LNG’s terminal to liquefy domestically-produced natural gas for export, import, and regasification.

In February, Cameron LNG received conditional authorization from the Department of Energy to export LNG to non-Free Trade Agreement countries for a period of 20 years, subject to environmental review and final regulatory approval.  The project, estimated to cost $9B-$10B, is the second LNG export proposal to receive FERC final approval, the first being Sabine Pass Liquefaction Project approved in April 2012.
