Administration Unveils National Arctic Strategy

The National Strategy for the Arctic Region intends to position the U.S. to respond to challenges and economic opportunities in the Arctic, prioritizing security, responsible resource development, and cooperation with other Arctic nations.  

On May 10, 2013, the White House unveiled the “National Strategy for the Arctic Region,” outlining the administration’s priorities to manage Arctic opportunities for developing oil, gas, and mineral resources, and other economic activities.  The strategy emphasizes a science-based approach that balances economic, environmental, and cultural aspects.

The strategy outlines three broad priorities for Arctic management for the next 10 years:

  • Advance U.S. security interests
  • Pursue responsible Arctic region stewardship
  • Strengthen international cooperation

The Arctic is becoming more accessible due to melting polar ice.  Increased accessibility combined with estimates of significant resources have inspired interests for commercial initiatives including energy development, scientific research, and reliable shipping routes.  The potential for oil and gas development is likely to grow, providing valuable contributions to national energy security.  However, Arctic operations are highly challenging and expensive with regard to building infrastructure, national defense capabilities, and quick response to oil spills and other accidents.  In view of the unique challenges presented by emerging economic opportunities, the strategy aims to equip the U.S. to respond effectively to these opportunities, while pursuing environmental conservation efforts.

The priorities also call for strengthening defense and national security with supportive infrastructure, and collaborating with other Arctic nations to reduce potential conflicts. The administration aims to work with stakeholders, industry, and Arctic states to ensure responsible development of oil, natural gas, and renewable resources, without compromising economic, environmental, and climate policy goals.
